Organization Structure
Nearly two years after the northern Sacramento communities voted to create a new, unified educational system that merged four existing districts, Twin Rivers continues to implement a slimmer district office structure that also reinvents the relationship between schools and the district.
In addition to the financial pressures of the current educational budget, reducing central office staff was a goal of unification. Increasing the consistency of educational curriculum, raising the standards at all schools, and preserving the family-friendly atmosphere of the smaller districts also emerged as priorities for community members in a series of forums.
The new structure is the result of an eight month study undertaken in collaboration with Total School Solutions (TSS), an educational consulting firm. TSS staff met one-on-one with Twin Rivers managers, reviewed the district mission, vision and goals, documented workflow patterns, and researched the structures of highly effective similar-sized districts nationwide. In addition, Twin Rivers superintendent Frank Porter met with principals to solicit their ideas about how the central office could better serve schools' needs.
The Twin Rivers organization chart was developed under the direction of the Superintendent Frank Porter. The organizational components remain under review and evaluation for modification by the Superintendent and Cabinet.
